The status of Young Innovative Enterprise (JEI)
WHAT IS IT ? The JEI is a system set up to encourage the emergence of young startups that are created with a research and development project. It consists of a number of tax and social security exemptions.
WHO IS IT FOR? There are 5 criteria to be considered a Young Innovative Company and they apply at the end of every fiscal year:
- Be less than 8 years old, the reference date being the year the company was founded.
- Be an SME, i.e. less than 250 employees and a turnover of less than €50 million or a total worth of less than €43 million.
- Commit expenditures for research and development that account for at least 15% of the company’s general expenses.
- Be independent: more than 50% owned by natural persons.
- Be really new: the company should not have been created as part of a merger, an extension or a resumption of a pre-existing activity.
WHAT ARE THE ADVANTAGES?
- Tax relief
Exemption from corporate tax for 24 months:
- Total exemption during the first year or the first taxable period. This period may not exceed 12 months.
- Exemption of 50% for the next period or year.
- Exemption from the territorial economic contribution (CET) and property tax for 7 years with the agreement of the local authorities.
- Exemption from social security contributions
- Exemption from employers’ social security contributions on part of the remuneration paid to highly qualified staff, such as engineers and researchers.
FOR WHAT TYPE OF EXPENDITURES?
The main eligible expenditures are similar to those for the research tax credit (CIR) which are:
- staff costs,
- depreciation expense for equipment allocated to R & D activity,
- outsourcing expenses
- technological watch charge.
WHAT’S THE PROCEDURE?
To benefit from the status of a JEI, the company must make a spontaneous declaration to the tax department to which it reports within the first 10 months of its activity.

Innovation Tax Credit (CII)
WHAT IS IT? The innovation tax credit is a tax assistance system for innovation that forms part of the research tax credit. It also aims to support companies that incur specific expenses to innovate.
WHO IS IT FOR? To benefit from the CII, you must be an SME: less than 250 employees and a turnover less than €50 million or total worth less than €43M.
HOW MUCH? The rate of the innovation tax credit is set at 20% of the expenditures incurred by the company, which are capped at €400,000.
FOR WHAT TYPE OF EXPENDITURES? The expenditures concerned by the CII are those of operations:
prototype design of new products
or pilot facilities for new products
WHAT’S THE PROCEDURE? Your declaration should be made on the same Cerfa form No. 2069-A-SD and in the same way as the research tax credit (CIR).

Research Tax Credit (CIR)
What is it? The research tax credit is a form of tax assistance for innovation that reduces the tax payable by the business by deducting part of the expenses incurred to develop its research activities and improve its competitiveness.
Who is it for? A SYSTEM OPEN TO ALL BUSINESSES Whatever your sector of activity, your nationality or your size, you have the right to claim it!
How much? An advantageous rate: The State reimburses you for 30% of R&D expenses incurred up to 100 million euros with a margin of 5% over and above.
For what type of expenditures? A very wide base: The base for the CIR takes into account not only all R&D expenditure (salaries, social security charges, depreciation, operating costs, outsourcing, patents, watches, etc.),
but also those of innovation (expenditures with the aim of designing new innovative products) undertaken by companies at the rate of 20% within the limit of 400 000 € / year.
What’s the procedure? In order to benefit from the CIR, the company must complete a special declaration (Cerfa n°11081*19 Another number: 2069-a-sd) which it encloses with its declaration of results and which it sends to the business tax department (SIE) and to the General Directorate for Research and Innovation. (DGRI) of the Ministry of Higher Education and Research;

Innov'Up - Call for experimental projects
What is it? Innov’Up is a regional aid scheme that aims to support innovative companies throughout their entire journey, from the idea to marketing.
Innov’Up provides four types of financial assistance:
- Assistance for feasibility
- Assistance for development
- Assistance for prototyping
- Assistance for experimenting, to test out the innovation and its uses before marketing (subject of this info sheet)
“Innov’up experiments” is a regional assistance program set up in partnership with BpiFrance.
Beneficiaries
- A VSE-SME or mid-cap located in Île-de-France,
- Experimental development type of project,
- Effective partnership with a place/territory located in Ile-de-France,
- Collaboration between a project leader and an evaluator
- Deployment schedule for 6 to 18 months maximum.
How much?
Assistance of up to €100,000 in grants with the option of matching grants in advance recoverable up to €1,000,000.
Rates of assistance:
– 45% maximum for companies with less than 50 employees;
– 35% maximum for companies with 50 to 249 employees;
– 25% maximum for medium-sized companies.
For what type of expenditures?
- Staff costs allocated to the project
- Costs of instruments and equipment used for experiments

- present only one project per structure.
Modes of assistance
- between 35% and 45% of the financing of the technological prototype project, up to €100,000 per project
